Active Shooter Training: Community Preparedness

Since 1968, over 1.4 million people in the United States have lost their lives to gunfire, with a significant number being accidental or due to suicides, law enforcement action, or mass shootings. In recent years, mass shootings, where three or more individuals are shot and killed, have become distressingly frequent, escalating since 2000 and becoming increasingly deadly as time progresses.

From 2007 to 2013, an average of 16.4 mass shootings occurred annually, a stark rise from the 6.4 annual shootings observed between 2000 and 2006. Over the same period, 486 individuals were killed in such incidents, with 366 of those deaths occurring in the latter years of the study. This data was drawn from an examination of 160 mass shootings, excluding those related to domestic violence or gangs.

The trend has worsened each year since, with the most lethal mass shootings in modern U.S. history taking place in 2016 and 2017. Canada, although experiencing lower rates of gun violence compared to the U.S., has a higher rate of gun homicides than any European Union country, apart from France, Germany, and Italy.

While violence within community associations remains rare, it is critical to acknowledge that such incidents can still happen. In 2012, a community meeting in Louisville, Kentucky, turned tragic when two board members were shot, allegedly due to a dispute over property issues. In today’s high-stress environment, it is vital for communities to understand the potential for such devastating occurrences and to be prepared to handle them if they arise.

Communities are encouraged to engage with local police departments and inquire about available training opportunities that address active shooter situations. Community outreach officers often provide this education at no cost, delivering the most current information and guidance on safeguarding lives during such events.

A story from a decade ago underscores the importance of preparedness in these situations. In Las Vegas, a residential building’s engineer encountered an active shooter scenario when a resident, affected by new medication, brandished an unloaded rifle in the lobby. The engineer managed to disarm the individual without injury. This event, which occurred without any prior active shooter training or policy in place, highlights how shock and fear can paralyze individuals when they are unprepared. Training can empower people with the knowledge to react appropriately and stay safe.

During such incidents, effective communication is crucial. Individuals should prioritize escaping, promptly contacting 911, and notifying management. Continuous and consistent training can greatly enhance preparedness for any emergency, whether it involves using a fire extinguisher or adhering to the "run, hide, fight" protocol in an active shooter situation. Periodic and realistic training ensures information retention and practical application during a crisis.

It is essential to dispel the misconception that such events cannot occur within one's community. Preparation must always be a priority to ensure the safety and security of every community member.
